The Chicago Lions fell behind early against Midwest rivals Palmer, but scored two tries from Ed Cassidy and Brian Rooney to lead 10-7 at halftime.
In the second half the Lions took a seemingly commanding 17-5 lead, only to see the Dragons claw back to within a three at 20-17. Chicago kicked a penalty, but Palmer scored a converted try to lead 24-23 with time winding down.
One more penalty after extended pressure gave Chicago the lead 26-24, and they held on, as Palmer attacked from a scrum-5 and knocked on with no time remaining.
Chicago improves to 3-0 in Midwest play, while Palmer drops to 1-2.
