			<description><![CDATA[Something approximating this has happened to a certain degree the past couple of RWCs. The Eagles played England close in '07 and came within a missed last minute conversion of beating Fiji in '03; Georgia came within inches of beating Ireland; Namibia played Ireland close as well. Fiji beat Wales and had RSA under pressure. Argentina made it to the semis. Our memories are short. Ultimately, I think it has to do with the increased time together. The gaps between the tier 1 and tier 2 are less about athletic ability-those are there, no doubt-than they are about organization. RWC offers tier 2 countries a chance to be "professional" for a month or more and that continuity and timing and cohesiveness pays off on the pitch. At least thats one theory.
